West Interceptor Rehab-Segoe Road to Shorewood Blvd
Construction Update 6/12/2025
Construction is underway
- Phase 1 and Phase 2 work is complete with the exception of manhole rehabilitation punchlist spot repair and lateral grouting. Manhole rehabilitation punchlist spot repair is needed on Burbank Place and is anticipated to start Wednesday, June 4 during daytime hours and conclude Friday, June 6 during daytime hours. Lateral grouting is anticipated to take place during daytime hours later this summer, date TBD.
- Phase 3 on University Avenue will begin on the evening of Thursday, May 29, 2025. This work will take place at night between 8 p.m. and 8 a.m.
- Phase 4 on University Avenue will begin on the evening of Monday, June 9, 2025. This work will take place at night between 8 p.m. and 8 a.m.
Work for the week of June 9
Phase 4 cleaning and televising and Cured-In-Place-Pipe (CIPP) installation is scheduled to occur this week on Thursday, June 12. Work will take place at night between 8 p.m. and 8 a.m. During this time, the following traffic changes are anticipated:
- Work will close the center vehicle westbound lane in the 3600 and 3700 blocks of University Avenue.
- Work will close the thru traffic from N. Midvale Boulevard to Rose Place.
- Work will close the left vehicle turn lanes on:Work will require a work zone at Highbury Road in the southbound lane east of Noodles & Company. This may encroach upon the Noodles & Company driveway Highbury Road entrance. Both driveways of Noodles & Company are anticipated to remain open during this time period.
- University Avenue to Rose Place
- University Avenue to Highbury Road
- Highbury Road to University Avenue
- Rose Place to University Avenue
- Work will necessitate closure of a driveway entrance to Walgreens and Steve's Liquor. Each business will maintain an open entrance during that time period.
- It is expected the work zone will require vehicles to encroach upon with westbound bike lane.
- A pedestrian detour will be in effect: the north/south crossing of University Avenue on the east side of Midvale Boulevard will be closed. See the detour map.
During this time, the contractor may coordinate with the adjacent businesses to dye test select business laterals. This involves coordinating a time between 8 p.m. and 8 a.m. for building access to flush a small amount of sewer-safe dye down the toilet. Anticipated businesses for dye testing include: Walgreens, Steve's Liquor and Noodles & Company. The contractor will reach out directly to arrange this work.
Work for the week of June 16

Phase 3 Cured-In-Place-Pipe (CIPP) installation, manhole rehabilitation and lateral grouting is scheduled to occur this week. Work will generally take place at night between 8 p.m. and 8 a.m. During this time, the following traffic changes are anticipated:
- Work will close the center vehicle westbound lane in the 3800 block of University Avenue.
- Work will restrict northbound N. Midvale Boulevard movements at University Avenue. Northbound left turns and thru movements from N. Midvale Boulevard will not be permitted during work hours. Only northbound right-turn traffic to eastbound University Avenue will be permitted during this timeframe. View the truck detour for this work at University Avenue and Midvale Boulevard.
- Work will close the thru traffic from southbound Rose Place to N. Midvale Boulevard.
- Work will necessitate vehicles parking on Burbank Place during this period, in which no parking signs will be posted. Due to the location of the manhole located in the Burbank pedestrian ramp, the ramp and adjacent sidewalk will be detoured/closed during these hours.
- Work will close a southbound lane on Hilldale Way. An open southbound lane for Hilldale Shopping Center, Target, etc. will be maintained.
- Work will close a vehicle exit lane from the Walnut Grove Retail Shopping Center parking lot to University Avenue. An open driveway for the Walnut Grove Retail Shopping Center will be maintained during that time period.
- It is expected the work zone will require vehicles to encroach upon the westbound bike lane.
- Pedestrian detours will be in effect:
- A portion of the northbound sidewalk in the 3800 block of University Avenue will be closed, including the ramp to Burbank Place. Pedestrian traffic detours to the south. Limited daytime work on the sidewalk south of the Burbank ramp is anticipated to take place during daytime hours; date TBD.
- The Walnut Grove Retail Shopping Center driveway at University Avenue will contain a work zone, routing pedestrians on a small detour.

Construction Update - as of Wednesday, May 21, 2025
SHOREWOOD BLVD IS OPEN
- Shorewood Blvd will need to be closed one more time for this project in approximately 2 weeks.
- The closure will last approximately 3 days (see detour map).
- The southbound lane currently has a 10' long gravel patch near the crosswalk to the bike path.
- The reason for the next closure is to pave the gravel patch and also to remove the temporary concrete pavement and replace it with new asphalt.
PURDUE STREET & THE BIKE PATH ARE CLOSED
- Purdue Street is closed between Columbia Road and Swarthmore Court.
- Access to the pool will be via Swarthmore Court. The pool opens on May 24.
- Purdue Street will be closed for approximately 2 more weeks.
- See bike detour route and the alternate route to the Pool.
WORK COMPLETE
- Restore pool deck and fence posts.
- Install Village of Shorewood Hills Monitoring MH in SB lane of Shorewood Blvd.
- Repair concrete sidewalk and asphalt road at location of Monitoring MH.
- Install 24-inch cross connection pipe between new WI Shorewood Relief and the existing 1959 WI Relief at Swarthmore and Purdue.
- Remove 36-inch pipe from new MH on west side of Marshall Court.
- Raise existing MH up to the ground surface. This buried MH is on the west side of Marshall Court between the RR tracks and the bike path.
- Abandon existing MH and pipe on west side of Marshall Court.
- Remove concrete curb and asphalt pavement from Purdue Street.
UPCOMING WORK - THIS WEEK AND NEXT
- Finish bike path grading.
- Place topsoil.
- Install electrical conduit and light poles along path and Purdue Street.
- Pour new concrete pedestrian ramps at Marshall Court.
- Pour new concrete curb & gutter at Purdue Street. Note: the concrete needs to cure for several days before paving.
- Reinstate sanitary sewer lateral to Pool concession stand.

- Pave bike path and Purdue Street with asphalt. Starting approximately Monday June 2.

West Interceptor Rehab-Segoe Road to Shorewood Boulevard - Update on 4/29/25
Construction has started
- Preconstruction Investigations will be underway in select areas. This work will take place on Thursday, May 1 and Monday, May 5, 2025, during nighttime hours from 7 p.m. to 7 a.m. Single lanes will close on Maple Terrace, Rose Place, Fern Drive, Hilldale Way, University Avenue and N. Midvale Boulevard; work in each location is expected to take up to a few hours per area. This work will necessitate traffic restrictions or closures of a driveway entrance to Walgreens, Steve’s Liquor, Walnut Grove Retail and UW Credit Union, however, each business will maintain an open entrance during the time period. Driveway impacts for Walgreens and Steve’s Liquor are anticipated to occur after 10 p.m.
- Phase 1 and Phase 2 work has begun and is scheduled for completion May 16, 2025. This work will take place during daytime hours.
- Phase 3 on University Avenue is not planned to start until May 27, 2025.
Work for week of April 28, 2025

- Junction Chamber MH08-305 has been installed at University Station.
- Approximately 60 feet of pipe has been installed west of the Junction Chamber MH08-305.
- 36-inch diameter storm sewer in conflict with MH08-305 was removed and realigned.

- Speedway is trying to time the Shorewood Blvd closure so that asphalt is available for the road restoration and the closure only needs to happen once.
- The closure is tentatively scheduled to begin April 21, 2025 (see proposed detour HERE)
- At least one week notice will be given before closing Shorewood Blvd

Construction Update
SHOREWOOD BLVD TO OPEN NEXT MONDAY DECEMBER 23, 2024
- Please do not attempt to use Shorewood Blvd between the RR tracks and Tallyho over the weekend.
- Speedway has installed a temporary concrete road patch to last through the winter.
- The concrete is insulated and needs to cure over the weekend to avoid cracking once it is opened to traffic.

- 30-inch sanitary sewer interceptor pipe and manholes have been installed from Marshall Court to the upstream end of the project, west of Shorewood Blvd.
ONGOING WORK
- Cleaning up the project site for overwinter shut down.

- Purdue Street asphalt remains and will be open to traffic.
- The existing bike path from Shorewood Blvd to Columbia remains and will be open to traffic.
- Overwinter detour will be shortened to use the Bike Path on the north side of the pool between Swarthmore and Marshall Court.
- Asphalt plants typically open in late April or early May

MMSD West Interceptor Shorewood Relief Phase 3 (SHWD3)
Construction Update and Upcoming Work
The Shorewood Boulevard closure that started on November 12 was originally anticipated to last for four weeks (until December 10). Due to a few challenges/issues that have come up as the contractor works, the road closure is now anticipated to last up to an additional two weeks (until ~December 23). That is a conservative estimate with some bad weather days built in.
The pedestrian access through the site has been maintained on the west sidewalk along Shorewood Blvd. This will be maintained through the long holiday weekend. When work begins again December 2, construction will occur under the west sidewalk and the east sidewalk along Shorewood Blvd. will be reopened.
Now that the temperatures have dropped, temporary concrete will be needed to restore the roadway over the winter, with final restoration/paving in the Spring of 2025.

Construction Update and Upcoming Work
UPDATE: SHOREWOOD BLVD CLOSURE START DELAYED DUE TO WEATHER. WILL NOW START ON TUESDAY, NOVEMBER 12, 2024
- Shorewood Blvd will be closed between the RR tracks and Tally Ho
- Detour will use Tally Ho – Western – Locust (see attached map)
- Expected duration of closure is approximately 4 weeks
- Contractor will begin by staging materials in Shorewood Blvd and laying out the construction.
- 30-inch Interceptor Pipe across Shorewood Blvd. including 2 manholes to pick up flow from existing MMSD Interceptors.
- 130 feet of 30-inch pipe will be installed west of Shorewood Blvd.
- The pipe west of Shorewood Blvd will connect to an existing structure on the north side of the RR tracks.
- A monitoring manhole will be installed over a local Village sanitary sewer
WORK COMPLETE SINCE LAST UPDATE
- 30-inch sanitary sewer interceptor pipe and manholes have been installed from MH08-311 which is in the pool deck 60 feet east of the large oak tree to MH08-313 which is in the bike path 70 feet west of the large oak tree.
- Concrete pool deck was removed in order to install the new 30” pipe and manholes.
- Existing 18” West Interceptor (WI), installed in 1932, was cut and removed under the pool deck and the new 30” pipe was installed in the same location as the removed pipe.
- Work close to the oak tree was observed by arborist, WI Cut Trees. Fewer roots than expected were cut to make way for the construction. The tree was protected per plan. No trimming was done and the tree was not struck or scarred by the construction equipment. The Village arborist will observe the spring leaf out of the tree which will give an indication of its health.
- Phase 3 Status Update Map
ONGOING WORK
- Construction materials and equipment are staged in the pool parking lot, in Purdue Street, and between Purdue Street and Shorewood Blvd.
- Stone base for the bike path is being placed and graded above the new pipe as the pipe is installed and backfilled.
UPCOMING WORK – NEXT TWO WEEKS
- Install 30-inch pipe from MH08-313 to Shorewood Blvd.
- Begin work in Shorewood Blvd.
OVER-WINTER CONDITIONS
- Currently we do not anticipate that the bike path will be restored with asphalt before winter.
- Purdue Street asphalt will remain.
- Overwinter detour would be shortened to use Shorewood Blvd – Harvard - Swarthmore - Bike Path on north side of pool
- Asphalt plants typically close in November and open in late April or early May

Starting October 8: Phase 3 of the Madison Metropolitan Sewerage District (MMSD) project will require a closure of Purdue Street (between Columbia Road and Swarthmore Court) from October 8 until the end of November (or later) depending on the weather. The 900 block of Columbia Road will be a dead-end during the closure. Access to the Pool/Community Center parking lot (and Community Gardens) will be available via Swarthmore Court. Now that the pool season is done, Swarthmore Court and Columbia Road are back to two-way traffic. See the map of the bike/pedestrian path HERE.
The week of October 1: Trees were removed, light poles were depowered and taken down, and erosion control measures such as silt fence and inlet protection were installed between Marshall Court and Shorewood Blvd.
The path between Shorewood Blvd and Marshall Court is closed. Informational signs with maps have been placed on the westbound barrier at the bridge over University Bay Drive, on the west side of Marshall Court, and on the east side of Shorewood Blvd. See the Road Closure link below for more details and a map of the closure.
The following activities are expected next week starting Monday 10/7/24:
- Mobilizing in equipment and materials.
- Tuesday, Purdue Street will be closed and crews will start piling bedding stone in the street. Access to the Pool parking lot will be available from Swarthmore Ct.
- Wednesday. pipe will begin to arrive.
- Friday, excavation and sanitary sewer installation will begin on the west side of Marshall Court.
