REQUEST FOR PROPOSAL
VILLAGE OF SHOREWOOD
LEGAL SERVICES
1. STATEMENT OF PURPOSEThe Village of Shorewood Hills (hereinafter referred to as “Village”) is soliciting proposals from qualified firms licensed to practice law in the State of Wisconsin to perform General Legal Services and Municipal Court Prosecutions.
2. GENERAL INFORMATIONThe Village of Shorewood Hills (population 2,139) is a highly desirable community and an inner ring suburb of Madison, Wisconsin’s capital city. Shorewood Hills is a welcoming and inclusive full-service community that prides itself on being a wonderful place to live, work, play, learn, and visit. The Village employs over 20 full-time equivalent positions.
The Village Board meets on the third Tuesday of each month at 7:00 pm, and the Plan Commission meets the 2nd Tuesday of the month at 7:00 pm. Municipal Court traditionally meets on the 2nd Monday of each month at 5:00 pm. Pre-Trial Hearings are usually on the 3rd Tuesday of the month at 2:30pm. Trial Dates can vary but are usually held on the 4th Thursday of the month at 5:00 pm.
3. SERVICES TO BE PROVIDED
- Serve as the Village Attorney for Shorewood Hills, performing all services pursuant to the duties of Village Attorney unless expressly excluded herein.
- Apprise the Village Administrator as needed about changing laws and other legal matters that may be of interest and/or concern to the Village.
- Advise the Village Board, staff, and committees on municipal law and governance.
- Prepare and review ordinances, resolutions, policies, and procedures upon request.
- Attend Village Board and Committee Meetings upon request.
- Provide storage of existing files currently maintained.
- Perform legal services in accordance with all ethical responsibilities and rules for lawyers as established by the Wisconsin Supreme Court or other governing regulatory authority.
- Provide municipal citation prosecution and enforcement, including but not limited to building code violations, zoning violations, nuisance enforcement actions, raze order enforcement actions, and all municipal court citation and complaint prosecution.
- Proposals should reflect that the Attorney (or various Legal representatives assigned to the Village) will not be an official employee of the Village, but rather an outside independent contractor who is not entitled to any employment fringe benefits such as vacation time, paid leave, health insurance, or retirement programs. The Village Attorney will also not be eligible to participate in the Wisconsin Retirement System.
4. PROPOSAL REQUIREMENTSProposals must include responses to the following items, along with any other information as appropriate to address the services the Village can expect from the assigned Attorney.
- Firm name, address, telephone number, email and name of contact person.
- Brief history of the firm including attorneys in the firm and a list of principals. Indicate the attorney(s) that will be responsible for the work performed for the Village.
- Indicate if any of the Attorneys have received any public or private reprimand from the Office of Lawyer Regulations. If the firm’s malpractice insurance has been used, provide an explanation of the circumstances.
- Current fee schedule and expense rates. Indicate whether the fee schedule varies for different types of legal work or by attorney or support staff. Include all potential costs to the Village.
- Identify any currently known potential conflicts of interest in representing the Village.
- Contact information for at least two municipal or government clients served by the attorney or firm.
5. EVALUATION CRITERIAProposals will be evaluated on the following criteria:
- Qualifications and experience of the Attorney and/or firm working with Local Government.
- Experience and availability of staff assigned to serve the Village.
- Scope and cost of services.
- References from current or past clients.
- Anticipated longevity and ability to provide a continuous and stable level of service to the Village.
6. SCHEDULE OF DATES
The following schedule has been established for the selection process. These dates are tentative and subject to change.
March 14, 2025 - Publication of RFP.
March 28, 2025 - Proposals due at 12:00 pm
Week of March 31, 2025 - Scheduling of interviews
April 15, 2025 - Village Board selection of firm
May 1-15th, 2025 - Anticipated start date of firm with Village
7. TERMS AND CONDITIONS
- The Village reserves the right to accept or reject any or all proposals and to award a contract to the next most qualified attorney/firm if the selected attorney/firm does not execute a contract within thirty (30) days of the award.
- The Village reserves the right to request clarification or additional information regarding submitted proposals.

- The Village is not obligated to reimburse responding firms for any expenses incurred in preparing proposals.
